Hampshire's Local Area Agreement

What are Local Area Agreements (LAAs)?

The LAA is a multi year agreement between partners in Hampshire and the Government to improve lives and conditions in Hampshire communities. The Agreement focuses the attention of partners on priority outcomes drawn from the Hampshire Sustainable Community Strategy and the 11 District Community Strategies. The current LAA agreement runs from 2008 to 2011.

Governance of the LAA

Joint governance of the LAA and of Hampshire’s Local Strategic Partnership (link) rests with the Hampshire Senate.  Details about membership of the Senate can be found on the HCC website

Hampshire’s Not-for-Profit Sector has been allocated a seat on the Senate, this place is currently unoccupied and elections will be held in the Autumn to select a representative.  (Details will appear on CAH’s website).

The Senate is supported by an LAA Executive.  Sue Dovey, Chief Executive of CAH (01962 857353); and Ken Dufton, Chief Executive of OneCommunity in Eastleigh (023 8090 2440) are both on the LAA Executive.  

Why does Hampshire’s LAA matter?

You might think that your area of work isn’t affected, but it probably is or will be. Hampshire’s Local Area Agreement lists headline priority outcomes for Hampshire, underpinned by a number of cross-cutting actions. Whether you’re a small community group or a large voluntary organisation, it is almost certain that you could contribute to these priority outcomes, either as an influencer or shaper of policy, or as a service deliverer. You won’t be interested in all of the LAA, but you are bound to have an interest in some of it.

LAAs are important for their emphasis on, and the model put forward for, partnership working. All of your local public sector funders are more than likely signed up to Hampshire’s LAA and its targets. They will be looking for VCOs who can help them achieve these targets.

Why should VCOs be involved?

• The LAA is going to happen anyway – so get your voice heard!
• It’s a chance to change the way the VCS works with the public sector,    and to offer public services in a locally sensitive way
• It is a cross-sector initiative
• There is the potential for more sustainable funding

National Indicator 7

NI7 “creating an environment for a thriving Third Sector”  is one of the local targets within Hampshire’s LAA.

We are currently trying to establish what “a thriving Third Sector” might look like and what needs to be done in Hampshire to ensure that the Sector thrives.  We have devised a self assessment form and are asking organisations to complete, based on their experiences of working in Hampshire, giving evidence for their responses, wherever possible.
